What FPA means on your electricity bill

Fuel Price Adjustment (FPA) is a per-unit adder or refund that reflects the difference between the fuel cost assumed in the reference tariff and the actual fuel cost of generation in a given month. When oil, gas or LNG prices spike, or when hydel generation drops, the FPA is positive. When hydel is high or fuel prices fall, it can be negative (a refund).

NEPRA publishes the FPA rate roughly 15-25 days after month end, and the DISCOs apply it to the following month's bills. That's why the "Fuel Price Adjustment" line on your current bill relates to consumption from two months ago, not the current month.
